New Jersey Public Financing Page Setup

This guide outlines how to configure your Anedot Donation Page to meet the formatting requirements of the New Jersey Election Law Enforcement Commission (ELEC) under N.J.A.C.

ELEC Requirements
To qualify for matching funds under N.J.A.C. 19:25-15.17, contributions made via electronic transfer (including credit card) must be deposited directly into a matching fund account as defined in N.J.A.C. 19:25-15.14(b). Each contribution must be accompanied by:

A deposit slip or bank/financial institution receipt identifying the contributor and amount.

A written statement including:

Contributor’s name (as it appears on the account)

Account owner’s name and address
-
Billing address for the account used

Electronic signatures are acceptable when:

The contributor or authorized representative provides the required details.

They attest to authorizing the contribution by typing their name. (Partnerships, LLCs, and LLPs cannot contribute electronically.)

The campaign treasurer or deputy treasurer certifies that the credit card processor verifies the following:

Cardholder name
-
Credit card number
-
Billing zip code
-
Expiration date
-
Security code
-
Any mismatch in these details will cause the transaction to fail.

Additional requirements:

Certification must be provided to ELEC before submitting contributions for match.

A receipt or confirmation must be issued for each electronic contribution, including:

Name as it appeared on the credit card
-
Name as it appeared on the signature line
-
Address
-
Contribution amount
-
Date of submission

ELEC requires treasurers to submit a certification containing specific information. View a sample certification here.
Setting Up Gross Deposits
By default, Anedot accounts are set up on Net Deposit. To participate in New Jersey’s public financing program, accounts must be switched to Gross Deposit, meaning the full contribution amount is deposited without processing fee deductions.
